We sent passports for stamping last week after receiving PPR but they came back unstamped without a reason, however we received a call from high commission that our newborn isnt added in portal yet so they can't stamp passports. My question is, is it normal that after PPR this thing happened?? And can't they stamp our passports and leave the newborn till he adds in portal?? We have submitted all documents related to him before receiving PPR. Now we have raised webform and tried calling ircc but didn't connect. What else to do next? Please experts advice.

They don't stamp the passport in such cases as they also mention it in their letter or on VFS site to not send any extra documents. For your newborn you first have to get him added in your profile. I think you should raise a webform to add your child.
Write an email to your visa office. they will help you.that email will be mentioned in the PPR form.
