Another consultant says that a job offer is not required for PNP in Ontario. The official website also does not make it very clear. Can someone please shed some light on this?

When u make ur EE profile, they have an option regarding the province ur interested to move in. Click on Ontario. The Ontario govt. will go thru ur profile and send u NOI, after which u will apply online under ONIP official website. Having a job is not a requirement
How to apply that? I spend many hours but it mention that without notification of intrest from Ontario, OINP profile can not be created. Please clear anyone who has created the profile without NOI.
OINP needs a candidate to have a job offer.
