What group members advised:- A job offer is not required for the Human Capital Priorities / Express Entry-linked OINP streams. To be considered, you select "Ontario" as your province of interest within your Express Entry profile.
- You cannot create a standalone OINP profile without first receiving a Notification of Interest (NOI). The province reviews candidates directly from the federal Express Entry pool and sends an NOI to those they select — you can't just apply cold on the OINP website without one.
- Once you receive the NOI, you then apply online through the official OINP website within the required timeframe to be formally nominated.
The confusion in the thread stemmed from different OINP streams having different requirements — some employer-driven streams do require a job offer, while the Express Entry-linked stream this thread focused on does not. Always check which specific OINP stream you're being evaluated under before assuming a blanket rule applies.
