A tech-sector applicant (NOC 2172) with an Express Entry profile asked whether any PNPs can be applied to directly, without first receiving a Notification of Interest (NOI) from a province. Members' guidance:
- Most PNPs are invitation-based. The general pattern: provinces either require a job offer or run their own points system and send NOIs to profiles they select — you usually can't just apply cold.
- The exceptions named: SINP and PEI. One member pointed out that Saskatchewan (SINP) and Prince Edward Island run their own separate Expression of Interest (EOI) portals, unlike most other PNPs. You submit an EOI directly on their official sites and they draw from that pool. The member rated SINP a good prospect for tech profiles, citing regular draws at the time. (Historical note: draw frequency and occupation lists change often — check the provinces' current streams.)
- Why bother: with high CRS cutoffs squeezing tech applicants, a provincial nomination adds 600 points to your EE profile, effectively guaranteeing an ITA.
- A parallel lever — French. Another member suggested learning French: fluency can add meaningful extra points (a figure of ~50 was mentioned alongside other factors) for those stuck below the cutoff.
