Members answering this question confirmed that PEI does run an EOI stream that does not require a job offer. However, a few conditions shape whether that route is realistic for you:
- The job-offer-exempt path runs through the Express Entry-linked PNP stream, which requires an active Express Entry profile meeting CLB 7 (language) or a Federal Skilled Worker score of 67+. If you don't meet that bar, this exemption isn't available to you.
- Most of PEI's other PNP streams do ask for a job offer as a prerequisite, and members noted that employers are often reluctant to sponsor a work permit because of the cost and paperwork of obtaining an LMIA (Labour Market Impact Assessment).
- Being already resident in PEI is an advantage. A member who spoke directly with the PEI immigration office was told that candidates already living in the province get preference in EOI draws, even outside the job-offer-exempt stream.
In short: no job offer is required only if you qualify for the EE-linked stream; otherwise, expect most PEI PNP streams to expect one, and expect that finding an employer willing to go through the LMIA process can be the harder part.
