How PNP selection actually works - provinces picking from EE vs applying with an EOI yourself

Step-by-Step

A candidate asked whether provinces find you through Express Entry or whether you must apply directly.

  1. It works both ways. Provinces do select profiles straight from the EE pool, but you can also file an Expression of Interest (EOI) directly with a province - and the group's advice was to file EOIs rather than wait passively.

  2. Make your Express Entry profile first. Several provincial streams key off it, and it's the base for the enhanced-nomination path.

  3. You can file EOIs with multiple provinces at the same time, but only where you genuinely meet that province's minimum requirements. Ontario, for example, allows one EOI per stream - filing while ineligible wastes the chance.

  4. Quebec and Saskatchewan run their own EOI systems - you create a separate profile and submit an expression of interest on their platforms.

  5. Ontario can also send notifications of interest through your EE account without a job offer - watch both channels.

Dos, Don'ts & Tips

  • Don't: Don't submit an EOI to a stream whose minimum requirements you don't meet - in one-EOI-per-stream systems it burns the slot.
  • Do: Create the Express Entry profile first, then layer direct provincial EOIs on top.
