If an application has been sitting unfinalized for over two years since ADR (PCC, medical, and background form submitted), but the status tracker is already referencing COPR:
- Check when the medical exam was done and whether it's still valid. Medical results have a limited validity window, and if that window has lapsed, it can block finalization even though every other document is in.
- If the medical has expired, get a re-medical done. This is a common cause of exactly this kind of stall — COPR issuance and its expiry date are tied to having a currently valid medical on file.
- Raise a webform explaining the situation, specifically flagging the COPR expiry concern, once the re-medical is done or underway — this nudges IRCC to reconcile the tracker status with the actual file state.
This pattern (long silence post-ADR, tracker referencing COPR) is common enough that an expired medical is worth checking first before assuming something else has gone wrong.
