For applicants who have submitted their permanent residence portal application (e.g. after landing an Express Entry invitation) and are waiting on their Confirmation of Permanent Residence (ECOPR):
- Know when your Temporary Resident Visa (TRV) stops being usable. As soon as IRCC issues your ECOPR, any TRV you were traveling on becomes invalid — you can't use it to re-enter Canada after that point.
- Understand the confirm-your-presence step. Once your PR application is approved, IRCC does not release the ECOPR immediately. Instead, they email you asking you to confirm whether you are physically inside Canada.
- If you are in Canada when asked, you confirm your presence and then receive your ECOPR.
- If you are outside Canada when the confirmation request arrives, your ECOPR is placed on hold until you confirm your presence in the country with IRCC.
So travel is possible while your file is still in the portal/waiting stage, but you should plan your return so you're physically in Canada by the time IRCC sends the presence-confirmation request — otherwise your ECOPR issuance will stall until you're back.
