- An Indian PCC is country-specific, not city-specific. A PCC issued through the passport office covers you across India — it does not list per-city addresses or durations, so one PCC should generally suffice for the whole country.
- Get the PCC from the passport office (not a local police-verification certificate, PVC) to avoid confusion — some refusals trace back to submitting the wrong document type.
- IRCC can refuse without asking for more. Members confirmed IRCC has the right to reject on documentation grounds without a request for the missing item, so completeness up front matters.
- The remedy is usually to re-enter the pool. After such a refusal you typically go back into the Express Entry pool, gather the correct documents, and wait for a new ITA rather than seeking reconsideration.
