I am in India and doing french now. I have applied in Saskatchewan PNP portal. New Brunswick and Manitoba - i am not eligible due to Noc code not in demand. But in Saskatchewan also i m not getting NOI

Have you considered applying through PNP? What province are you in? 450 is not high enough for PR, you could change your job for one with an LMIA, learn French, try to get a provincial nomination.
