If the employer not willing to give the letter you can't do much with it . You can show any related document with company as evidence you are working .like pay slip ,letter of joining. You can also explain LOE.

Just submit self declaration with your details and pay slips. Dont forget to take in writing from employer that they will not provide you a letter this will make your case more strong

You can also get a Notarised reference letter from your colleagues and provide a LOE
