Since my last post (link below) I had applied for the GCMS case notes (screenshot below). It seems that the visa officer thought I was changing my program. However, that's not true. All admitted students at my previous institution in the United States start as "bachelor of arts" and after a major is declared it changes to "bachelor of science". I hadn't declared a major since I was transferring but I only took the relevant courses to my intended computer science major and even received 24/31 transfer credits at Memorial University NL. Please advise.

Charanjeet Pruthi yes, suppose if I had continued at my previous institution then my transcript would of Bachelor of Science. But since I'm transferring IRCC thought I'm changing program Art -> Science.
Charanjeet Pruthi I explained about the transfer process and reasons for transferring but didn't write about the program change since technically it was the same.
Arman Haryana I completed two semester of the undergraduate program in the United States and applied for a transfer admission at Memorial University.
Rishab Agarwal Hm that’s the issue- you might not be able to explain this. The visa officer thought you have left your studies in middle.
Rishab Agarwal okay so they don’t know your degree was going to be science from second year and refused basis it showed arts
It is written that you have not completed your studies-
