One of my friend recently change his status in Canada from visitor to study permit in private DLI college but college is not eligible for PGWP So he got letter of acceptance from public college DLI eligible for PGWP Can he apply again for new study permit or just change his DLI thru IRCC portal He never attend a single lecture in private college
