Should I wait for my wife to land in CA and start my application or I can start now with the necessary funds and other documents?

You should wait until your wife reach there - When she pass 1 semester- when she can prove she is studying - you can attach her payslips- you can prove that it is necessary for you to go there.
Apply immediately after your wife lands and get study permit. Enrollment letter is online on college portal. No need of any payslips
