After coming to Canada if the co applicant want to work or study it is necessary to submit there WES report at her work place or if she want to study some certification course at Canada?

For admissions, each department and university will have their own requirements on education assessment if required. Also, if the evaluation is required for studies then WES evaluation is a different category for admission purposes and not the same one for immigration purposes. Never seen work place ask for ECA or education evaluation.
You need to submit an ECA if you want to secure more points regardless if the applicant is primary or secondary .you can skip it but at the same time you may lose additional points
