Does his 4 years of living in Canada on a work visa count as 1 year of living in Canada when he goes to renew his PR card in 2026? E.g. Is this correct: 1.5 years as a PR + 1 year on work visa = 2.5 years in Canada (meaning he satisfies 730 days for living in Canada to renew PR card)? Thank you so much!

Depends on when he renews his card. Normally it expires in 5 years from the issue date; by that time, they will only be looking back at the previous 5 years where his experience on a work permit might not be counted anymore if it was before that time.
