My friend received his PR 1.5 years ago. Before that, he lived in Canada for 4 years on a work visa. Soon he will have to leave the country for work. Does his 4 years of living in Canada on a work visa count as 1 year of living in Canada when he goes to renew his PR card in 2026? E.g. Is this correct: 1.5 years as a PR + 1 year on work visa = 2.5 years in Canada (meaning he satisfies 730 days for living in Canada to renew PR card)? Thank you so much!

Does time on a work permit count toward the 730-day rule when renewing your PR card?

Depends on when he renews his card. Normally it expires in 5 years from the issue date; by that time, they will only be looking back at the previous 5 years where his experience on a work permit might not be counted anymore if it was before that time.
