Even if you exclude (not accompanying) your spouse in your EE profile, IRCC would still wanna ensure that your spouse is admissible to Canada in the future in case u wanna sponsor them later. That's why the PCC and medical.

I think you only need your PCC in case your spouse is not accompanying you to Canada. I don't think in this case PCC of your spouse is needed.
