Its been 8 months of landing here and still not received PR card.anyone in same boat?is this normal?

i also didn't receive. saw somewhere on ircc website that if we don't receive in 180 days we should reapply. have sent new paper based application 3 weeks ago. didn't hear back anything on that as well.
