If we take help of paid consultant to handle PR application, there is a requirement that they must be ICCRC authorized. Is there any such similar requirement if we take advice from someone to process visitor visa for parents (payment will be made in exchange for their service) ?

There is no such requirement but not recommended. Unlicensed agents usually are more confident as they don't need to follow any guidelines and usually make false promises. This doesn't mean all are bad but most are.
High chance of getting scammed with unlicensed agents.
