Just issue new LOA of September 2023 than raise webform to inform ircc about it & u can travel with same Visa once u reach in Canada apply for extension with help of enrolment letter. Nothing to worry
If your visa if valid for at least 6 months by sept 2023 then travel to Canada and apply for the study permit extension
But didn't you say that your application got refused? Did they reconsider it?
