Can you enter Canada with just your COPR if your PR card hasn't arrived yet?

If you have a valid US visa, you can cross the land border back to Canada with your COPR. If no US visa, then apply for PRTD from your home country once there

You already have COPR your tourist visa is invalid now you can’t enter without PR card or you can apply for PRDT from your country to travel back
