I am to file my Study Permit application soon for fall intake. My 4 months bank statements shows fluctuations in the level of funds. At points the funds dip below the level of required funds. However, funds are replenished back to the level of required funds. Closing balance does show that the funds are inline with the required number. Is fluctuations of funds below the required amount at any time during the 4 months span a case of an outright refusal or not? Should I go ahead with such a POF?

If your funds which were debited and then later credited to account are significantly higher, then you need to justify it in your SOP.
