Actually my husband is working in Canada (Nova Scotia) with LMIA as a salesperson from oct 2023and now I am thinking about applying for a spouse visa...but most of my friends and relatives in Canada says that now as the rules are changing and spouse visa for international students is going to be stopped so there is a chance of rejection in my case ...so most of them recommend not apply for the spouse visa now.. what should I do... should I apply or not... please help me

I would say your friend and relatives are not your real friends and relatives. If they are real then they must have research and provided with you right information. Don’t believe on them just believe on IRCC updates. They have clearly mentioned rules update for spouse of international students not for normal work permit holders.
These new changes for those people who hold a student Visa But as your Query your husband is on close work permit so definetly you will apply spouse visa and these changes not effect on your application
I would say, you must apply, it will take 2-3 months to get it. Then send a copy of your approved visa to your friends and relatives
