Now someone told her that Visa rejection chances are very high as she needed to pay full Year fee? Is this true? if yes, Can she process rest of the payment now?

College won't know. It's the application they made. Check with the agent if they filed under sds or non sds.

The agent is telling about non SDS - in non SDS you can pay one semester fees
