If you are on PGWP, your spouse can apply for open work-permit using documentation. That’s it spouse will get Permit and have legal status. If you are still a student you both can apply for workpermit in one application after studies. You will get PGWP and spouse will get OWP. When it comes to EE, it doesn’t matter who is on which visa, now your spouse can create EE profile as primary applicant. Here both are different
