For instance, I left saudi Arabia which is not my Home Country, while leaving I got the Police clearance certificate and since then I never visited KSA. After you leave, it is very difficult to get the again Police clearance again. My question is “ Can I upload in PR application Police clearance certificate of other countries where I worked-even after six months expiry?? Or What is the best way to utilize that PCC in your PR application??

I believe as per IRCC website, if you have left KSA for good, and have no residence status, then you do not need KSA PCC. You can explain this in the LOE as well.
As long as the pcc was issued after you last left the country, it does not expire
