She was all set to travel to toronto on may 19 2023 (7 days from today). Today on her spouse sponsonship application which was under processing she got ppr request which states that she has to submit her passport in 30 days. If she sends in her passport to vfs, she wouldn't be able to travel on may 19 2023. Moreover the flight ticket is non refundable. Is there any way she can come to canada and then submit her passport from Canada after 7-8 days from today to get copr Kubeir Kamal if you can help or provide any suggestions please ? Any help or leads would be highly appreciated Thanks in advance !

She can travel on her trv and inform ircc via webform / reply to email which might be mentioned in email that you received. Let ircc know that she is in Canada so they will send you a link of portal where she can complete her virtual landing.
As you are telling she got ppr it means she got pr status now and therefore her all others visa are invalid and in this case she might not able to board the flight on visitor visa.
