Jamie Robinson , I am extremely glad to be able to help you. I too struggled for lack of information when I was planning on having my PR Card delivered to Montreal. I don’t want anyone else to suffer the hesitation that I personally underwent.
You can provide any Canadian address to the agent for delivery of PR Card. I was an EE applicant and my PR card was delivered in a Montreal address.

I dont think there is any alternative unfortunately. You need to give an address for PR card processing to start as far as i know.
