But course gets over in December 2022 (since no study break was taken) They want to apply for a one year pgwp as soon as Jan 2023. But the passport is expiring in November 2023. So to save themselves from applying for extension of work permit, they want to renew the passport before applying for pgwp. Question is - Since study visa will be on old passport, after renewal, can they still travel outside the country and be back. And please suggest - should the renewal be done in India or here in Canada

To travel the person will have to carry both passports all the time, if you're renewing passport here in Canada or even from india the condition holds
Mishka Singh technically no, any trv or stamping found on previous passport is extended to the next passport (till the actual expiry of the visa)
