MMohd Sohail Ahmed my suggestion is to speak to an immigration consultant. The next idea would be to inform IRCC via webform that you tried to get a fresh PCC but it was not allowed. Convince that you had a need for travel before submitting the application in India. Request them to consider, or at least give you an option to submit a fresh PCC as soon as you're back in India. Since you're on visitor visa you should have a plan to go back anyway.

If you submitted your application outside India, the PCC should be issued after your last date in India. Based on what you've mentioned, your PCC is invalid. Wait for other replies as well, but I'd suggest checking out how to apply for a PCC from where you are and prepare for it. You can submit a webform with a letter of explanation regarding the mistake, maybe the reason to travel in a hurry and also details of the fresh pcc application.

MMohd Sohail Ahmed You can apply indian pcc from outside India. If you live and work in Saudi and there for 6 months or more you need saudi pcc as well otherwise they will reject application. If embassy refused pcc attach refusal letter If you think you are available on current address until the process is completed then it's fine. Otherwise it doesn't make any sense to put visiting country as current address
