Can you claim the 50 valid-job-offer points on an ICT work permit before completing 1 year in Canada?

I guess no (but double check it). In your case, has your employer offered job for another year? That is, from Nov 2023 until December 2024? If not then you have to wait till you finish one year with your employer and then submit your application.
