as for your latter comment, not because it is applied in UAE. it is how the SOP is presented and how it is justified. I have seen a lot of approved ones who were co expats but lodged it from home country even tho they are in UAE.
I know the urge to study, but makes no sense paying 3times more as an International Student, when you could pay less after getting PR. Your choice.
