My IDP councillor told that only after a week of medicals done I can do my visa application is it true? Also after how many days to I get the biometric request, and any way to select my preferred dates?

It's usually recommended that you submit your application a week after your medicals, nothing wrong with that!
You can do it as soon as you get medical, no need to wait
