It's been more than a month now and no update. Can anyone help me understand what is exactly happening?

if you have received BVL and correspondence letter, that means your decision has been made. Same happened to me too. I got the PPR after around 2.5 months of BVL. hang in there, good news might come anytime, even if ut comes late.
I filed on Nov 29 th and review started on Feb 25th till now there is no update at all..not even BVL..there are many ppl who are waiting after BVL and after review
