You explain the reasons through webform. There are always exceptions in every process of Governments of this sub continent. I think IRCC must have exceptions. If you have a genuine reason, there should be some way out. Try to contact IRCC without further waste of time.

Usually they refuse the application if passport haven’t received in a said time . But you could still raise a webform and see if they want to consider .
