Once he comes to India let him renew the passport. Costs way lesser than Canada and don’t have to go through the BLS waiting BS. 1500 bucks and he’s all done in India! Passport can be renewed up to 1 year in advance to expiry. Even normal renewal time is equivalent to tatkal timelines now in India!
He can visit India without any issue. And ask him to apply for tatkal renewal as soon as he/she reaches India.. it takes less than 3 days. In my case it took just one day(applied on 25th Jan, got an appointment for 31st January and had my passport in my hand on 1st February)

I would suggest he get his passport renewed to be on the safe side... Takes just 15v days on tatkal
