Why can't you register for the IRCC tracker right after submitting your PR application?

U need to wait for Biometrics and Medicals to be Completed.. they will then give u a UCI that can be used to Create the tracker... the current UCI that starts with CAN is Temporary

You need to wait until your UCI changes from CANxxx to numbers only
