This just means that these people are their priority when it comes to nomination, But they definitely don't exclude you completely if you don't have any of these factors , It just means your chances might decrease , It's all luck when it comes to Alberta PNP.
Aishwarya Patel No idea man but I have seen people with low CRS scores like 330 also have received NOI. So, I think there must be chances for other people too who do not have these factors.
