A little tricky Situation regarding PCC. My work permit expired on July 12/2022, I was given a shorter work permit due to my passport validity not being long enough. I applied for an extension and IRCC sent out a formal email to everyone with expired and expiring WP with an extension until May31, 2023. I have sent a copy of this e-mail to my current employers and am working here in Alberta. I recently applied for a PCC for CEC inland and CGI/Vancouver said my WP is expired and they can’t process my application further. My employers and IRCC are cool with me being here but CGI is not. Totally confused with this. I talked with an immigration consultant and he suggested I get a PCC from my local police station through my parents, I’m not sure if that would work. Please let me know if anyone has had a similar experience or have any tips for me. Thank you already.

I wonder you already submitted your renewed passport information through webform before the PGWP first decision has been made on ur case. Didn't they give pg work permit based on new passport?
I thought police certificate from Canada is not required. Surrey RCMP categorically mentions that it does not issue police certificates for pr. Maybe same is the case in your area.
Apply for a local one, while you figure out a way to get the PSK pcc
