For applicants confused about whether a WES (or similar ECA) evaluation is required for graduate school admission and/or a study permit application:
- A WES/ECA is not required for a study permit application itself. IRCC does not ask for an educational credential assessment as part of the study permit process.
- A WES/ECA generally isn't needed for graduate admission either — but check your specific university and program, since a few schools (examples raised in the thread include University of Regina and Trinity Western) do request a WES evaluation as part of their own admissions requirements for certain graduate programs.
- WES/ECA matters most for a later PR application. If you plan to apply for Express Entry or a Provincial Nominee Program after your studies, that's when an ECA becomes relevant, since it converts your foreign credential into a Canadian equivalency used for CRS points.
Practical approach: check your specific university's graduate admissions page for an ECA requirement first; don't get a WES done purely for the study permit, since it isn't needed there.
