Switching representatives after a study permit refusal is generally fine and doesn't create a problem for your reapplication, even if you keep the same college and course.

- Prefer a licensed RCIC (Regulated Canadian Immigration Consultant) over an unregulated "agent." An RCIC is accountable to a regulatory body, which gives you more recourse if something goes wrong, unlike an unlicensed agent.
- If your previous representative was already an RCIC and you were unsatisfied with their service, you're still free to change — being licensed doesn't obligate you to continue with them if the service wasn't satisfactory.
Before reapplying, it's worth reviewing your previous refusal letter carefully with your new consultant so they can address the specific reasons cited by IRCC, rather than just resubmitting the same application unchanged.
